Facilities Code - Port of Newport
Electrical System - GFI Protection
GFI protection is REQUIRED by the National Electrical Code (NEC). GFI protection means a safer electrical system and reduces the chances of stray current in the water and on the docks. The GFI protection at the power pedestal is set at 13 milliamps in accordance with the NEC. This means that our system will be very sensitive to electrical faults and back-feeds from your vessel.
If your vessel has a fault or back-feed strong enough to trip the device, your vessel may go without power until you repair the problem.
The safekeeping of vessels moored at the Port of Newport is the responsibility of the vessel owners. The Port does NOT guarantee the continuity of electric sevice to any vessel, the charateristics of any service that is provided, or the charateristics of the vessel service breaker. (See Facilities Code)
All Facilities
- Speed limit in the RV Park and South Beach Marina is 5 mph.
- Check-in time is 2 pm; Check-out time is 12 noon. Check out time is strictly enforced. Over-stays will be charged for addtional full night's stay.
- Quiet hours are 10 pm to 8 am - Generators to be turned to be off during this time.
- All fees are payable in advance. Failure to pay for RV sites, moorage, launching or parking will result in a citation.
- Pets must be kept on a leash at all times. Pets must not be left unattended and are not permitted tied outside without the owner present.
- All children under the age of 13 must be under adult supervision at all times.
RV Basics
- No tents; RVs only.
- No trailer is permitted on premises without a working tow vehicle.
- No open campfires or open flames are permitted within 15 feet of a structure, vehicle, trailer or combustible material. Propane crab cookers are also prohibited within five feet of a structure or vehicle.
- Portable propane grills and warmers are allowed in campsites and picnic bunkers.
- Vehicles should not be parked on the grass or sticking out into the roadway. Extra vehicles should be registered with the park office and will not be allowed to park in empty RV sites.
Marina Basics
- Be respectful of other patrons of the Marina.
- Crabbing & Fishing are permitted on the public service pier only during daylight hours for the general public. Moorage holders may also fish or crab from their boat or assigned slip.
- Cleaning of fish and crab must be done at the provided fillet tables found near the docks.
- Do not leave trash or block pathways on the docks.
- All fish waste should be disposed of in designated fish dumpsters.
- Cooking crab is permitted in bunkers, fillet table areas, and campsites only, NOT on docks. Please do not dump boil water in grass areas.

Cancelations
Holiday or special events - No Refunds
RV Peak Season (Summer). April 1 – July 1
- No refunds for early checkout/departures
RV Off Season (Winter). November 1 – March 31
- No refunds for early checkout. No discounts during Seafood and Wine Festival.
Reservation Cancellations
Non-refundable portion of Deposit. A full credit may be issued to the customers account, in lieu of the fee, and is valid for one year from issuance of credit.
Daily reservation, except holiday or special event
- 72 hours or more before check-in date - $25
- Less than 72 hours before check-in date - First Night
- Credit , valid for one year, may be issued, with no fee
Monthly reservations
- 30 days or more before check-in date - $150.00
- Less than 30 days before check-in - $300.00
Moorage
1. MOORAGE. The Port of Newport (“Port”) grants to the designated Owner/Operator (hereinafter “Licensee”) license for moorage of the designated vessel in the moorage space identified on the MLA. The Port reserves the right, in its sole discretion, to temporarily assign or permanently reassign Licensee’s boat to other moorage space in the Ports facilities to accommodate repairs, improvements, maintenance or emergencies, or where necessary to permit theorderlyadministration or maximum efficient public utilization of the Port’s facilities. The Port maintains the right to cancel an MLA with 30 days written notice.
2. INSURANCE REQUIREMENTS.
Recreational Vessels, Liability Coverage Requirements
- Protection & Indemnity, must not exclude Wreck Removal - $250K
- Pollution Liability - $300K
- –or‐ Water Craft Liability, must include both wreck removal and pollution liability coverage. Umbrella clauses must identify boats exceeding 25 ft. - $500K
Charter/Guide Vessels
- General Liability combined with Premise Extensions, Protection, and Indemnity - $1MM
- Protection and Indemnity, must not exclude Wreck Removal - $250K
- Pollution Liability - $300K
- If Pollution and Indemnity Combined - $600K

3. VESSEL ACCESS. Licensee grants the Port free access at all times to the vessel for purposes of inspection for compliance with the MLA or Port Facilities Code, movement of the vessel, fighting of fire or other casualty or, in the discretion of the Port, presenting any casualty or potential hazard. The Port does not assume any responsibility for damage done to or by the vessel, its equipment or contents in asserting the foregoing rights.
4. WAIVER OF RESPONSIBILITY. The liability and obligation of the Port is limited to furnishing that portion of a slip or premises reasonable necessary for Licensee’s moorage use. The Port does not accept the boat for storage, shall not be responsible for or liable in any manner for the safekeeping or condition of the same, and is not responsible therefore as a Bailee or Warehouseman. The Port shall not be responsible or liable for any damage or loss to, or theft of, the vessel, its equipment, gear, contents or otherproperty either upon the vessel or upon the premises of the Port, from any cause whatsoever, or for injury to Licensee, his employees, agents or invitees upon Port premises or adjacent thereto. Licensee shall indemnify and hold the Port harmless from any loss, damage or injury resulting from the acts or omissions of Licensee, his employees, agents or invitees.
5. CONDITION OF VESSEL. Licensee agrees to keep the vessel completely seaworthy, fully operational and securely moored, and shall otherwise attend to the needs ofthe vessel. Failure to somaintain and secure the vessel may result in it being deemed a hazardous vessel and subject to removal in the manner provided by Port ordinance. The costs ofsuch removal shall be charged to Licensee. Nothing contained herein shall be construed as creating any obligation on the part of the Port for the vessel's safe-keeping.
6. MOORAGE RENEWAL AND TERMINATION. Vessels remaining on Port premises after expiration of license agreement may be deemed abandoned. Transient vessels must renew the moorage license agreement and prepay furthertransient moorage within 24 hours of the date or time the prior transient moorage license expires. Failure may result in the vessel beingdeemed abandoned and all outstanding transient moorage fees immediately considered delinquent. The Port reserves the right to terminate this license upon 30 days' written notice for continuing or repeated violations of the Port’s ordinances, rules or regulations. Long-term moorage maybe canceled on 30 days' written notice to Port. Refunds will be based on regular charges applicable to the period of actual moorage use as described in the Port Facilities Code.
7. PORT’S RIGHTS UPON NONPAYMENT OR ABANDONMENT. In the event moorage charges or any other charges due the Port become delinquent (failure to register and prepay moorage within 24 hours of arrival or expiration of prior transient license; accounts more than 30 days past due for non-transient registered vessels), or if the vessel is deemed abandoned, the Port may, at its option,secure and take possession of the boat or other personal property so that the same cannot be removed from Port facilities until all charges then owing and any charges which shall thereafter accrue are fully paid. Measures taken by thePortmay include use of chains and locks, or removal from the water. During any period when the vessel is secured due to delinquency or abandonment, the Port shall not be liable in any manner for safekeeping and condition of the vessel and is not responsible as a Warehouseman. After 60 days, the boat or other property may be sold at public auction. The Port shall give such notices of the sale as are required by Port Facilities Code. The remedy provided in this paragraph is in addition to and not in lieu of any other remedies which the Port may have by virtue of statute, Facilities Code or otherwise.
