Larry Osborne has 55-plus years of experience in managing businesses, non -profit organizations and government agencies before retiring to Newport in 2022. He spent time on the Oregon coast as a youngster, living in Seal Rock and going to school in Waldport. After graduating from South Salem High School, he was in the U.S. Army, serving tours in Germany, Korea, and the U.S. Upon discharge, he returned to Oregon and attended Portland State University, majoring in Business Administration. Osborne was a retail manager with the Bon Marche Department Stores, in Oregon, Washington, Idaho and Montana, before opening their new store in Coos Bay/North Bend in 1981. 

In Coos Bay/North Bend, as a director and then as President of the local Chamber of Commerce, Osborne worked with local and state government officials and agencies in efforts to expand and diversify economic opportunities at the Port of Coos Bay as the port's major cargo products, (logging & timber), were declining. He then joined the Eugene Area Chamber of Commerce as Economic Development Coordinator. He received Certifications in Organizational Management, and Advanced Organization Management, from the U.S. Chamber of Commerce. He became CEO of the Carson City Area Chamber of Commerce, Nevada in 1988 and served in that position for nearly 20 years before retiring in 2006. During his chamber career, Osborne served on the U.S. Chamber's Board of Directors, was President of the America Chamber of Commerce Researchers Association, and a registered business lobbyist during legislative sessions.  

After retiring, Osborne worked as a recruitment manager for the U.S. Census Bureau in 2010 and again in 2020, and as a claims manager with FEMA during Hurricane Harvey in 2017. As a veteran himself, and a long-time supporter of veteran causes, he became a volunteer Certified Veterans Advocate with Nevada Department of Veteran Services for several years, and in June 2019, he was recognized as Nevada's Veteran of the Month by Governor Steve Sisolak. He is currently a member and Treasurer of the Oregon Coast Veterans Association.  

Since retiring in Newport, Osborne has been active in community activities and organizations. He's a graduate of the Sheriff's Department Citizens Academy and is a member of that Department's Citizen Advisory Committee. He's a Certified member of  Central Coast CERT (Community Emergency Response Team). He's also the Volunteer Local Coordinator for Wreaths Across America each December at Eureka Cemetery.  

After serving on the budget committee for the Port of Newport for three years, Osborne was a candidate for Port Commissioner in 2024. He was appointed to the Port Commission in 2026, to fill an unexpired vacancy.
